FLAT FEES ENCOURAGE YOU TO CUT CORNERS AND DO A MINIMAL AMOUNT OF WORK. IT SEEMS TO ME THAT MOST COURTS AND LEGISLATOR AND COURTS WHO HAVE ADDRESSED THIS ISSUE DO NOT ENCOURAGE FLAT FEES.
